want to spend a lot of money locally?
In November 2021 the Council will launch a consultation on how & where 25% of the Community Infrastructure Levy (CIL) money paid by developers to the Council should be spent.
When ASDA and North Quay got planning permission in October 2021 that was on the basis that they paid the Council £87 million in CIL (once work starts) 25% of that is £21.7 million so we are talking a lot of money, see pic 3 for how much might be available from each scheme.
But in my view the process is not working well, see the last 2 pictures for details of where the Council intends to spend some of the money and so far almost none of it has been spent (first receipts were in 2016) except on consultants and some work on Mudchute Farm & Liveable Streets (paid for by the 75% of CIL).
So I want to start a parallel organized consultation starting in advance of the Council's process. It will start off like the Councils asking you for ideas but thereafter the whole process will be done in public via surveys, websites, a map, and public meetings (online and in-person).
It will end in a vote where you decide which projects you most support, which are the highest priority and I will check they meet the rules (see page 9) which has been the problem in previous consultations. But the 1st pic gives you some idea of what the 25% can be spent on but the rules say:
(a) the provision, improvement, replacement, operation or maintenance of infrastructure; or
(b) anything else that is concerned with addressing the demands that development places on an area.
The objective is to then feedback the results of that process into the Council's own consultation but with evidence of support for the ideas as well as a lot of detail as to why they might be good ideas.
This will be one of my main projects over the coming months together with the local Council (if we had one today then the 25% of CIL would be paid to it directly to spend)
